Healthcare System

National Health Insurance Law (Hok Bituah Briut Mamlakhti, 1995) mandates universal coverage through four competing, non-profit HMOs (kupot holim). Funded by a progressive health tax collected by Bituah Leumi (National Insurance Institute) and redistributed to HMOs by capitation. Every resident must enroll in one of the four kupot holim. The health basket (Sal Habriut) defines the minimum package of services and medications all HMOs must provide.

ICD-10 (WHO version)

WHO ICD-10 adopted for hospital discharge coding and morbidity reporting. MOH mandates ICD-10 for hospital reporting. Primary care EMRs vary in coding granularity but use ICD-10 categories.

Federation Dentaire Internationale two-digit quadrant notation, standard across Israeli dental practice and education.

Current Procedural Terminology (AMA) widely adopted in Israeli hospitals and HMOs for procedure coding and billing. Israel is one of the few non-US countries to use CPT extensively. Some HMOs supplement with internal procedure codes.

HMO-internal codes

No standardized national dental procedure code system. Each kupah and private dental insurer uses proprietary procedure codes and fee schedules. The Israeli Dental Association has proposed standardization but no unified system exists.

drugs

MOH registration numbers

Ministry of Health Pharmaceutical Division assigns registration numbers to all approved drugs. ATC (Anatomical Therapeutic Chemical) classification used in clinical practice. Health basket formulary lists covered medications by generic name.
